The agreement was signed by foreign ministers of the two countries during a visit to Iran this week by Kuwaiti Emir Sheikh Sabah al-Ahmad al-Jaber al-Sabah and a number of his cabinet ministers.
Under the new agreement, Iran and Kuwait are expected to increase the number of flights between the two countries from 21 to 55 a week.
The agreement also requires both countries to remove any restrictions on cargo flights.
